Radio ads, in addition to being cheaper than TV ads, can be tailored to the local market. The local radio station is a folklore tradition while the local TV station doesn't really exist. Local stations carry news and live programming about important issues within a particular area - say, a primary state. Radio station programs, unlike TV, are specifically oriented to well-defined markets - such as adult contemporary, sports talk, foreign language, alternative rock. The ads may be pitched accordingly while a studio guest addresses issues relevant to that station's listenership.
